 In most areas, if some get killed recklessly by anything other than a dangerous mortar shell labeled 'fireworks',  charges of manslaughter would be appropriate.  Manny Legacy should have been charged with manslaughter due to his fireworks choice and his negligence while using that choice.

When a pedestrian or biker is killed by negligent use or even REASONABLE use of an automobile,  during times of low visibility or deteriorating weather conditions, serious charges are typically brought against the driver of the vehicle, even if the pedestrian or biker or scooter operator was actually not being cautious enough.  Homeowners and business are compelled to purchase insurance to cover genuine accidents, often which are only weather related and unable to be prevented by the homeowner.  Manny Legace's party homicide of the goalie from Lativa was very preventable, very negligent and should never have occurred.

There seems to be an extreme amount of carelessness coupled with money in the 'fireworks' business, and there is no 'self-defense' claim able to made when fireworks are being toyed with only to entertain some and annoy many others.
